In continuation of my despatch "Emigration" of the 21st ultimo I have the honour to inform you that I understand from Mr Lockhart, that he was given free passages to and from Montreal for himself and his family by the Canadian Pacific Railway Company, on the occasion of his present visit to this country.
2. I presume that these were given to him because, as indicated in the 6th paragraph of your despatch No.99 of 20th May last, the Company considered that they had some interest in the proposed mission to Brazil. By the countermand, which was inevitable on my part, of Mr Lockhart's mission, the Company has lost the consideration which it must be taken to have had in mind, when it granted this favour, and the Hong Kong Government is thus placed in a false position, though ... as I had ...
